For over a decade I worked in the business and economic development field. Regions and firms have jockeyed for "smart" brand recognition and a host of other hackneyed monikers. I am reminded of the new millennium blather elevating knowledge production, innovation, competitive clusters and so on. However in some organizational cultures, innovative thinkers are pariahs and new ideas or change are anathema.
